I tweaked the description, and have started to edit the subcategory pages so the long list can be broken out into sections.
I am not sure what qualifies as a "shouted" skill, however. Certain spells and magic don't seem to require a spoken invocation. I do wonder if there should be a more generic category page that would be easier for novices (like me) to make assignments.

What I have done/am doing:
The title of the category is "Shouted" Skill. I interpreted this as the character announces the skill's use by something similar to a command, even if it is a normal tone of voice, or even a whisper. Usually the name of the skill appears as its own entry in a speech balloon, or appended or prepended in one. The most clear examples are spells that are invoked by stating the spell's name, but I would also include feats that are usually announced by the character upon execution, at least in the webcomic world. The most common of these spoken non-magical skills would be "Sneak Attack". However, "Charge" seems something that a character simply does, but maybe yelling the word charge feels good.
However, the author of the category description used the phrase "explicitly indicated." For feats such as Sunder and Shatter, the comic author sometimes adds labels in comic art. I did not consider these as Shouted Skills, however. I also was not persuaded by skills or feats that a character seemed to be just casually mentioning, as in an explanation or in a taunt to an opponent.
"Mind Power" seems to be a power that the possessor can use without verbal invocation, though it does allow the user to ask questions during the probe. I am not including it as a Shouted Skill. But the affects of a "Pun attack" do seem to arise from the speaking of the pun. That is as fine a line as I could find for what would be distinguish "Shouted Skills" from others.
Any sub-category that appeared to me to be a true Shouted Skill, I sorted out by the first letter of the spell or feat. Any sub-category page that didn't appear to belong to the Shouted Skill category, I sorted out to "0" (the first grouping on the page). But I could be wrong. I generally accepted if the skill was ever invoked in any comic page by stating its name, it would count for all of its appearances. It also counted if the D&D context entry made it clear it was usually a spoken spell. In some instances, the invocation may have occurred off-panel, for example, or the character may have had a power to quieten the invocation.
However, I did not count it as a Shouted Skill if a character stated a skill, but did not need to do so. This circumstance is usually commented on by another character in the same comic, usually in the same panel.
In the letter "U" category, Unholy Blight is the only item that I would include there. The others are pages that I am not sure about, or am still evaluating in the comic pages.
Anyone who wishes to sort "0" items differently or make a better guess at what is currently in "U", can do so. I am not claiming I did any of this correctly. I just tried to get a very long list broken out by letters, as well as get category templates added to more category pages.
Maybe all of this has something to do with actual D&D game play and what players must announce for a skill/affect to be used. Even so, some of the items in the list are clearly just bonus modifiers to character stats and their actions.

Re-categorizing made the list fit on one page (fewer than 200 items). Now I am moving variants of a spell (Mass, minor, etc) to a subcategory of the root spell.
